What Values Was Pennsylvania Founded On When Established in 1681?

Hey, Being a Quaker, did William Penn form the community of Pennsylvania with anything in mind? Where there certain values that outlined how PA would be governed, and how the society would develop? Thanks in advance

  1. I think the biggest quality was equality; rights for minorities. Native Americans especially. Pennsylvania was also established on Quaker values. It was a religious state that later became secular. EDIT: I KNOW history is not black and white like that, Sean. I don't need to be told that it's not that PC.
  2. Quaker Values. Indians were the enemies of the Settlers why on earth would they have treated them equally. 10 million Indians were killed during the colonisation of the America's.
